Stevie grew up immersed in the traffic control industry, with her parents being the former owners of Northern Colorado Traffic Control. Over the years, she has gained extensive expertise in the field. She has managed a branch and played a key role in overseeing operations, HR, safety, payroll, billing, and estimating. Stevie is passionate about driving operational efficiency while maintaining the highest safety standards. She is dedicated to advancing the traffic control industry through innovation and collaboration with DOT officials. Stevie is actively involved in CDOT's Work Zone Professional Practice and Traffic Control Training Group. She takes great pride in her team and focuses on enhancing career development.
Junior Kelly,
Chief Operating Officer
Junior served in the U.S. Coast Guard for over 5 years, concluding his service as an E-4 - Third Class Damage Controlman. After transitioning to the civilian workforce, he built a successful career in the traffic control industry, advancing from Flagger to Traffic Control Supervisor and to the Operations Manager. His expertise covers highway road construction projects, including city, county, utility, and DOT work. Junior also spent a year as a construction inspector on the I-25 Segment 5 project, specializing in traffic control. Known for his extensive industry knowledge, he consistently receives high marks for his performance. Whether managing operations or ensuring safe and efficient work zones, Junior is a proven leader in the field.

Trish is a seasoned professional with 35 years of experience in the traffic control industry. She owned and operated Northern Colorado Traffic Control for 27 years, establishing a reputation for excellence, safety, and efficiency. Now, she is embarking on a new venture with her family, NOCO Barricade Inc., where she continues to provide top-of-the-line service to the industry. Trish is deeply committed to safety, innovation, and best practices, ensuring that every project meets the highest standards of efficiency and reliability.

Bill was the co-owner and former COO of Northern Colorado Traffic Control for 27 years and is now launching NOCO Barricade Inc. with his family. With decades of leadership experience in the traffic control industry, Bill is dedicated to upholding the highest standards of quality, safety, and efficiency.
